Director, Technology Security Division | National Cyber Security Agency (NACSA)

Harme is the Director of Technology Security Division, National Cyber Security Agency (NACSA), a position he assumed since August 2017. Prior to the position in NACSA, Harme was the Head, Digital Surveillance Division at the Malaysian Communications and Multimedia Commission (MCMC) after leaving his position as the Director and Special Functions Officer in the Chairman’s Office that he held for 2 years.

 

Harme’s experience at MCMC spanned 18 years, where he started his career at the MCMC in September 1999 in the IT Department and gained his experience in a communications regulatory environment through the various policy, technical and international relations departments within MCMC.  He was part of the negotiation team for Malaysia in the World Trade Organization (WTO) for the telecommunications sector, computer related services and postal and courier sector as well as several other Free Trade Agreements (FTAs) and Closer Economic Partnership Agreements that Malaysia has entered into.

 

Harme was also responsible for managing the network security and safety related issues, including domestic advocacy and awareness raising, assisting investigations and prosecutions of criminal conducts under the Communications and Multimedia Act 1998 (CMA 1998), and forging cooperation with domestic and international partners, from the private and public sectors, in network security and law enforcement-related matters.

 

In the ASEAN region, he was involved in various trade issues related the telecoms and e-commerce sectors, including network security related issues under the ASEAN TELMIN and TELSOM, as well as in the APEC Tel.

 

In the international arena, Harme has worked closely with the main international organizations in the Internet field, such as the Internet Corporation of Assigned Names and Numbers (ICANN) and the International Telecommunications Union (ITU).

 

Harme holds a Bachelor of Science in Computer Science from Indiana University, Bloomington.
